(6)入札方法入札金額は、各社において設定
する契約電力に対する単価(kW単価、同一
月においては単一のものとする。)及び使用電
力量に対する単価(kWh単価、同一月にお
いては単一のものとする。)を根拠(小数点以
下を含むことができる。)とし、当庁が提示す
る契約電力及び予定使用電力量の対価を入札
金額とすること。なお、落札決定に当たって
は、入札書に記載された金額に当該金額の10
パーセントに相当する額を加算した金額(当
該金額に1円未満の端数があるときは、その
端数金額を切り捨てるものとする。)をもって
落札価格とするので、入札者は、消費税及び
地方消費税に係る課税事業者であるか免税事
業者であるかを問わず、見積もった契約金額
の110分の100に相当する金額を入札書に記載
すること。
(7)電子調達システムの利用本件は、入開札
手続を電子調達システムで行う対象案件であ
る。ただし、電子入札によりがたい者は、事
前に承諾を得て紙入札方式に代えることがで
きる。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度最高裁判所競争参加資
格(全省庁統一資格)「物品の販売」において、
A等級に格付けされ、関東・甲信越地域の競
争参加資格を有する者。
(4)上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5)電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けていること。
(6)開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(7)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争に
参加を希望する者は、上記3(2)により直接入
札説明書の交付を受け、本公告に示した業務
が履行できることを証明する書類を指定する
期日までに提出しなければならない。
入札者は、開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書その他入札の条件に違反した者の提出した
入札書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法入札説明書の交付を受
け、本公告に示した業務が履行できると支出
負担行為担当官が判断しうる資料を事前に提
出した上で入札書を提出した入札者であっ
て、予算決算及び会計令第79条の規定に基づ
いて作成された予定価格の制限の範囲内で最
低価格をもって有効な入札を行った入札者を
落札者とする。

ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those whe
shall:①not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article);②not apply to Article 71 of
the above-mentioned Cabinet Order;③
have Grade A in Selling classification in
terms of the qualification for participating
in bids required by the Supreme Court (sing-
le qualification for every ministry and
agency) in the fiscal years 2025, 2026 and
2027 and meet the qualification for partici-
pating in bids within Kanto-Koshinetsu re-
gion;④have alicense to be a General Elec-
tricity Utility in accordance with Article 2
paragraph 2 of the retail electricity compa-
ny;⑤have not received suspension of de-
signated contractor status from the Su-
preme Court at the time of the opening of
bids ; and ⑥meet the qualification require-
ment which the obligated officer may spec
ify in accordance with Article 73 of the abo-
ve-mentioned Cabinet Order
