① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③have the Grade "A", "B", "C" or "D" in
terms of qualification "Provision of ser-
vices" for participating in tenders by Min-
istry of Agriculture, Forestry and Fish-
eries (Single qualification for every min
istry and agency) in the fiscal year 2025
2026 and 2027.
④ get the permission of specially con-
trolled industrial waste disposal service
that manages the following industrial
wastes in accordance with Paragraph 6
of Article 14―4 of “Waste Management
and Public Cleansing Law"
• Sludge, waste acid or alkali (heavy me
tals, PCB
agricultural chemicals, selenium, di-
oxins etc, which exceed a certain co
ncentration)
⑤get the permission of specially con-
trolled industrial waste collection and
transport service from the prefectural go-
vernor with the jurisdiction over the area
in which the person is to conduct the ser-
vice in accordance with Paragraph 1 of
Article 14—4 of the Law.

habilitation proceedings in accordance
with Civil Rehabilitation Law

which the Obligating Officer may specify
