次のとおり一般競争入札に付します。

(3)調達案件の仕様等入札説明書による。

(6)入札方法地域を適宜の区分に分け、区分
ごとに順次行う。
入札金額は各社において設定する契約電力
に対する単価(kW単価、同一月においては
単一のものとする。)及び使用電力量に対する
単価(kWh単価、同一月においては単一の
ものとする。)を根拠(小数点以下を含むこと
ができる。)とし、当局が提示する契約電力及
び予定使用電力量の対価を入札金額とするこ

なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10%に相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする。)をもって落札価格とするので、入
札者は、消費税及び地方消費税に係る課税事
業者であるか免税事業者であるかを問わず、
見積もった契約金額の110分の100に相当する
金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別な理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において、業種区分が「物
品の販売」であって、以下の等級に格付けさ
れ、関東・甲信越地域の競争参加資格を有す
る者、又は当該競争参加資格を有していない
者で、入札書の受領期限までに競争参加資格
審査を受け、「物品の販売」の以下の等級に格
付けされた者であること。
区分1、2及び区分3「A」又は「B」
区分4「A」、「B」又は「C」
区分5及び区分6「A」、「B」、「C-又は「D]
(4)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(5)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(6)省CO2化の要素を考慮する観点から、入札
説明書で定める基準を満たす者であること。
(7)その他入札説明書による。

4調達ポータルの利用
本調達は、調達ポータルを利用した応札及び
入開札手続により実施するものとする.
ただし、紙による入札書等の提出も可とする。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札に要求される事項この入札に参加を
希望する者は、入札説明書で示した入札参加
のために必要な書類を令和8年2月5日17時
00分までに提出しなければならない。
また、入札者は、開札の前日までの間にお
いて支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなけれ
ばならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)手続における交渉の有無無。
(8)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示」(令和7年3月
31日付官報)に記載されている時期及び場所
のとおり。

6 Summary

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting; Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③Group1,2and3have Grade "A or B in
selling" group 4 have Grade "A, B or C in
selling" group5and6have Grade "A, B,
C or D in selling" in terms of the qualifi-
cation for participating in tenders by Or-
ganizations in The Kanto-Koshinetsu
area related to the Ministry of Finance
(Single qualification for every ministry
and agency) in the fiscal years 2025, 2026
and 2027.
④ Have not received suspension of de-
signated contractor status, etc. From any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity)
⑤An eligible person is a person whose
business condition and credit are deemed
not to be a sever degradation, and who is
sure to implement the contract
⑥Fulfill the requirement mentioned in
the tender manual that are stated from
the view point of reducing CO2
