(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall: ①not come under Article
70 of the Cabinet Order concerning the Bud-
get. Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause②not
come under Article 71 of the Cabinet Order
concerning the Budget, Auditing and Ac-
counting. 3have Grade A, B or C in "sale of
product" in terms of the qualification for
participating in tenders (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2025,2026 and2027④prove to
have no false statement in tendering docu-
ments ⑤are not currently in the suspension
period for nomination by Ministry of Heal-
th, Labor and Welfare ⑥are in compliance
with Ministry of Health, Labor and Wel-
fare-related laws and regulations for 1 year
⑦prove neither the business condition nor
credibility is deteriorating@apply to the

sion, Health insurance (for those who are
governed by National Health Insurance As-
sociation), Seamen's Insurance, Labor In-
surance) and not have failed to pay the in-
