次のとおり一般競争入札に付します。

(6)入札方法落札者の決定に当たっては、入
札書に記載された金額に、10%に相当する額
(当該金額に1円未満の端数が生じた場合は、
その端数金額を切り捨てた金額とする。)を加
算した金額をもって落札価格とするので、入
札者は、消費税に係る課税事業者であるか免
税事業者であるかを問わず、見積もった契約
金額の110分の100に相当する金額を入札書に
記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において業種区分が「物
品の販売」で「A」又は「B」等級に格付け
され、関東・甲信越地域の競争参加資格を有
する者又は当該競争参加資格を有していない
者であって、入札書の受領期限までに競争参
加資格審査を受け、「物品の販売」の「A」又
は「B」等級に格付けされた者であること。
(4)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(5)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(6)電気事業法第2条の2の規定に基づき小売
電気事業者としての登録を行っている者であ
ること。
(7)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。

4調達ポータルの利用
本件は、調達ポータルを利用した応札及び入
開札手続により実施するものとする。
ただし、紙による入札書の提出も可とする。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨.
(2)入札保証金及び契約保証金免除.
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した入
札参加のために必要な書類をそれぞれの受領
期限までに提出しなければならない。また、
入札者は、開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)手続における交渉の有無無。
(8)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示」(令和7年3月
31日付官報)に記載されている時期及び場所
のとおり。

nors, Person under conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
(b) not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
(c) have Grade "A" or "B" in sale in the
Kanto-Koushinetsu district, in terms of
the qualification for participating in ten-
ders related to Ministry of Finance (Sing-
le qualification for every ministry and
agency) in the fiscal years 2025, 2026 and
2027
(d) have not received suspension of de
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
(e) Regarding a contract with Official in
charge of disbursement of the procuring
entity, an eligible person means to fulfill
the contract properly such as realizing
that his business condition or credit is not
so bad

terprise in accordance with Article 2—2
of the Electricity Utilities Industry Law
