(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10%に相当す
る額を加算した金額(当該金額に1円未満の
端数があるときは、その端数金額を切り捨て
るものとする。)をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった契約金額の110分の100に相
当する金額を入札書に記載すること。
(7)本案件は、電子入札システムで行う対象調
達案件であるため、原則電子入札システムに
より入札に参加すること。なお、電子入札シ
ステムによりがたい者は、紙入札参加承認申
請書を提出すること。
2競争参加資格
(1)情報通信研究機構契約事務細則第3条及び
第4条の規定に該当しない者であること。
(2)令和7・8・9年度の国の競争参加資格
(全省庁統一資格)又は情報通信研究機構競
争参加資格のいずれかにおいて「役務の提供
等のA、B、C又はD等級に格付けされて
いる者であること。
(3)情報通信研究機構、総務省又は他府省等か
ら指名停止を受けている期間中でないこと。
ただし、総務省又は他府省等における処分
期間については、当機構の処分期間を超過し
た期間は含めない。
(4)電子入札システムによる場合は、電子認証
(ICカード)を取得していること。

(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に入札
説明書に示した書類を添付して、入札書の受
領期限までに提出しなければならない。また、
入札者は、開札日の前日までの間において、
当機構から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。

(6)落札者の決定方法予定価格の制限の範囲
内で、仕様書等で指定する要求要件のうち、
必須とした項目の最低限の要求条件をすべて
満たしている提案をした入札者の中から、入
札説明書で定める総合評価の方法をもって落
