(6)入札方法
ア入札書に記載する金額は、各社において
設定する契約電力に対する単価(基本料金
単価)及び使用電力量に対する単価(電力
量料金単価)を根拠とし、あらかじめ仕様
書及び仕様書別紙に記載した施設ごとの予
定契約電力及び予定使用電力量に基づき算
出した各月の対価の年間総価を入札金額と
すること。
イ落札決定に当たっては、入札書に記載さ
れた金額に当該価格の100分の10に相当す
る額を加算した金額(当該金額に1円未満
の端数金額があるときは、その端数を切り
捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税に係る課税事業
者であるか免税事業者であるかを問わず、
見積もった金額の110分の100に相当する金
額を入札書に記載すること。
ウ入札書に記載する金額の算定に当たって
は、発電費用等に係る燃料価格変動の調整
額及び太陽光発電促進付加金並びに電気事
業者による再生可能エネルギー電気の調達
に関する特別措置法に基づく賦課金は考慮
しないこととする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であっても、契約締結のため
に必要な同意を得ている者は、同条中、特別
の理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度厚生労働省競争参加資
格(全省庁統一資格)において、厚生労働省
競争参加資格(全省統一資格)の「物品の販
売」において、A、B、C、Dの等級に格付
けされている者であること。
(4)資格審査申請書又は添付書類に虚偽の事実
を記載していないと認められる者であるこ
と,
(5)経営の状況又は信用度が極度に悪化してい
ないと認められる者であること。
(6)次の各号に掲げる制度が適用される者に
あっては、この入札の入札書提出期限の直近
2年間(オ及びカについては2保険年度)の
保険料について滞納がないこと,
ア厚生年金保険イ健康保険(全国健康

(7)電気事業法第2条の2の規定に基づき小売

入札説明書において示す入札適合条件を満た
すこと。
(9)厚生労働省から指名停止の措置をうけてい
る期間中ではないこと。
(10)過去1年以内に、厚生労働省所管法令違反
により行政処分等を受けていないこと。ただ
し、労働基準関係法令違反(※)により労働
基準監督機関から使用停止等命令を受けた
が、是正措置を行い「使用停止等命令解除通
知書を受理している場合にはこの限りでは
ない。
※労働基準関係法令については以下のとお
り。
労働基準法、労働安全衛生法、最低賃金法、
賃金の支払の確保等に関する法律、家内労
働法、作業環境測定法、じん肺法、炭鉱災
害による一酸化炭素中毒症に関する特別措
置法。
(11)過去1年以内に厚生労働省所管法令違反に
より送検されていないこと。

(2)入札説明書の交付方法本件公告開始から
令和8年1月23日16時00分までの間、郵送又
は電子メールにて対応する。
郵送での交付を希望する場合は、返信用封
筒と担当者の連絡先が分かる物(名刺等)を
同封のうえ上記(1)の宛先まで送付すること。
電子メールでの交付を希望する場合には、同
様に上記(1)まで電子メールにて交付希望の旨
連絡すること。
交付の申込みは期限までに到着するように

(4)入札書の提出方法入札書の提出に当たっ
ては、原則、電子調達システムで行う。
なお、電子調達システムによりがたい者は、
支出負担行為担当官に申し出た場合に限り紙
入札方式に変えることができる。紙入札方式
の場合、提出する場合は封筒に入れ、かつそ
の封皮に氏名(法人の場合はその名称又は商
号)、あて名(支出負担行為担当官静岡労働

(1)契約手続きにおいて使用する言語及び通貨

12時00分までに提出しなければならない。

誓約書を提出しなければならない。
入札者は、支出負担行為担当官から当該書
類に関し説明を求められた場合は、これに応
じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書その他入札の条件に違反した者の提出し
た入札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。ただし、落札者
となるべき者の入札価格によっては、その者
により当該契約の内容に適合した履行がなさ
れないおそれがあると認められるとき、又は
その者と契約を締結することが公正な取引の
秩序を乱すこととなるおそれがあって著しく
不適当であると認められるときは、予定価格
の制限の範囲内の価格をもって入札した他の
者のうち最低の価格をもって入札した者を落
札者とすることがある。
(7)契約の成立契約締結日までに国の予算
(暫定予算を含む。)が成立していない場合は、
契約締結日は予算が成立した日以降とする。
また暫定予算となった場合は、契約内容等に
ついて変更が生じる可能性や、本事業に係る
予算の決定状況によって仕様の内容について
変更が生じる可能性があるので、その際は双
