(6)入札方法入札金額は各社において設定す
る契約電力に対する単一の単価(月額)及び
使用電力量に対する単価に基づいて計算した
総価を記載すること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の100分の10に相当
する額を加算した金額(当該価格に1円未満
の端数があるときは、その端数金額を切り捨
てた額。)をもって落札価格とするので、入札
者は消費税及び地方消費税に係る課税事業者
であるか免税事業者であるかを問わず、見積
もった金額の110分の100に相当する金額を入
札書に記載すること。
ただし、発電費用等に係る燃料価格変動の
燃料費調整額及び再生可能エネルギー発電促
進賦課金については入札金額に含めないこと
とする。
本件においては、資料の提出、入札等を電
子入札システムにより行う。なお、電子入札
システムにより難いものは、従来どおり紙入
札方式で参加することができる。

2競争参加資格
(1)国立研究開発法人土木研究所契約事務取扱
細則第5条の規定に該当しない者であるこ
と。ただし、未成年者、被保佐人又は被補助
人であって、契約締結のために必要な同意を
得ている者については、この限りではない。
(2)令和7・8・9年度の物品・役務における
(全省庁統一資格)「物品の販売」のA又はB
等級の資格を有し、北海道地域の競争参加資
格を有する者。なお、競争参加資格の決定を
受けていない者も申請書等を提出することが
できるが、競争に参加するためには、開札時
において、当該資格の決定を受け、かつ、競
争参加資格の確認を受けていなければならな
い.
(3)当所における仕様条件を満たしている者。
(4)電子入札システムによる場合は、電子認証
(ICカード)を取得していること。
(5)申請書の提出期限の日から開札の日までの
期間に、北海道開発局から指名停止を受けて
いないこと。また、当研究所から指名停止を
受けていない者、著しい損害を与えていない
者であること。
(6)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省公共事業等からの排除要請があり、
当該状態が継続している者でないこと。
(7)電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けている者であるこ

(8)国等における温室効果ガス等の排出の削減
に配慮した契約推進に関する法律第3条に基
づき二酸化炭素排出係数、環境への負荷の低
減に関する取組の状況に関し、(別紙)に掲げ
る入札適合条件の「適合証明書」による合計
点数が70点以上であること。

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この競争に参加
を希望する者は、上記2を証明するために必
要な申請書等を所定の提出期限までに上記3
(1)に示す場所に提出しなければならない。ま
た、開札日の前日までの間において、提出し
た書類の内容に関する当所からの照会があっ
た場合には、それについて説明しなければな
らない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。

(6)落札者の決定方法国立研究開発法人土木
研究所契約事務取扱細則第12条の規定に基づ
いて作成された予定価格の制限の範囲内で最
低価格をもって有効な入札を行った者を落札
者とする。ただし、落札者となるべき者の入
札価格によっては、その者により当該契約の
内容に適合した履行がなされないおそれがあ
ると認められるとき、又はその者と契約を締
結することが公正な取引の秩序を乱すことと
なるおそれがあって著しく不適当であると認
められるときは、予定価格の制限の範囲内の
価格をもって入札した他の者のうち、最低の
価格をもって入札した者を落札者とすること
がある。
