(3)入札に要求される事項この一般競争入札
に参加を希望する者は、入札説明書及び仕様
書に記載された書類を提出しなければならな
い。なお、入札者は支出負担行為担当官から
当該書類に関し説明を求められた場合は、こ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
契約書類の授受は電子調達システムで行
う。なお、電子調達システムによりがたい場
合は、支出負担行為担当官の承諾を得て紙契
約方式によることができる。
(6)落札者の決定方法本公告に示した業務を
履行できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。

入札公告
次のとおり一般競争入札に付します。本案件は、
競争参加資格確認のための証明書等(以下、「証明
書等」という。)の提出、入札及び契約を電子調達
システム(GEPS)で行う対象案件です。

たっては、入札書に記載された金額に当該金
額の10%に相当する額を加算した金額(当該
金額に1円未満の端数があるときは、その端
数金額を切り捨てるものとする。)をもって落
札価格とするので、入札者は、消費税及び地
方消費税に係る課税事業者であるか免税事業
者であるかを問わず、見積もった契約金額の
110分の100に相当する金額を入札書に記載す
ること。

案件は、申請書等の提出、入札及び契約を電
子調達システムで行う対象案件である。なお,
電子調達システムによりがたい場合は、紙入
札方式参加願、紙契約方式承諾願を提出し、
紙入札方式、紙契約方式に代えることができ
る。
2競争参加資格
(1)予算決算及び会計令(以下「予決令」とい
う。)第70条の規定に該当しない者であるこ
と。なお、未成年者、被保佐人又は被補助人
であって、契約締結のために必要な同意を得
ている者は、同条中、特別の理由がある場合
に該当する。
(2)予決令第71条の規定に該当しない者である
とこ
(3)令和7・8・9年度国土交通省競争参加資
格(全省庁統一資格)において、「役務の提供
等のA又はB等級に格付けされ、関東・
甲信越地域の競争参加資格を有するものであ
ること。
(4)当該部局において指名停止の措置を受け、
指名停止期間中でない者,
(5)警察当局から、暴力団員が実質的に経営を
支配する者又はこれに準ずるものとして、国
土交通省発注の公共事業等からの排除要請が
あり、当該状態が継続している者でないこと。
(6)経営状況や信用度が極度に悪化していない
と認められる者。
(7)入札業務に関し不正又は不誠実な行為を
し、契約の相手方として不適当でない者。
(8)電子調達システムによる場合は、電子証明
書を取得していること。
(9)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和7年3月
31日付官報)に記載されている時期及び場所
で申請を受け付ける。

(1)本件は、予算の執行計画の承認を条件とす
る。契約締結日は、本件業務に係る予算の執
行計画が承認された日以降とする。なお、予
算の執行計画が承認されていない場合は、契
約の締結をしない。
