(6)入札方法入札金額は各社において設定す
る契約電力に対する単一の単価(月額)及び
使用電力量に対する単価を記載すること。(小
数点以下を含むことができる。)落札の決定
は、本校が提示する予定使用電力量の対価を
入札書に記載された入札金額に従って計算し
た総価で行うので、当該総価を上記の単価と
併せて記載すること.
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)独立行政法人国立高等専門学校機構契約事
務取扱規則第4条及び第5条の規定に該当し
ない者であること。
(2)国の競争参加資格(全省庁統一資格)にお
いて令和7年度に関東・甲信越地域の「物品
の販売」のA、B又はC等級に格付けされて
いる者であること。
(3)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ
と。
(5)独立行政法人国立高等専門学校機構の契約
事務取扱規則第6条の規定に基づき、契約担
当役が定める資格を有する者であること。
(6)契約担当役から取引停止の措置を受けてい
る期間中の者でないこと。

告に示した物品を納入できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、契約担当役から当該書
類に関し説明を求められた場合は、それに応
じなければならない。

のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。

(6)落札者の決定方法本公告に示した物品を
納入できると契約担当役が判断した入札者で
あって、独立行政法人国立高等専門学校機構
契約事務取扱規則第16条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った入札者を落札者
とする。

C Registered as a Retail Electricity Busi-
ness under Article 2—2 of the Electricity
Business Act.
D Fulfill the requirement mentioned in
the tender manual that are stated from
the viewpoint of reducing CO2,
E meet the qualification requirements
which the Obligating Officer Director-
General may specify in accordance with
Article 6 of the Regulation,
