次のとおり一般競争入札に付します。

(2)購入等件名及び予定数量令和8年度札幌
刑務所等で使用する業務用電力需給契約年
間予定使用電力量5.835,251kWh

(6)入札方法入札金額は、当所が入札説明書
において別途指定する施設ごとに、各社にお
いて設定する契約電力に対する単価(kW単
価、同一月においては単一のものとする。)及
び使用電力量に対する単価(kWh単価、同
一月においては単一のものとする。)を根拠
(小数点以下を含むことができる。)とし、当
所が提示する契約電力及び予定使用電力量の
対価を入札金額とすること。
落札決定に当たっては、入札書に記載され
た金額に当該金額の10パーセントに相当する
額を加算した金額(当該金額に1円未満の端
数があるときは、その端数金額を切り捨てる
ものとする。)をもって落札価格とするので、
入札者は、消費税及び地方消費税に係る課税
事業者であるか免税事業者であるかを問わ
ず、見積もった契約金額の110分の100に相当
する金額を入札書に記載すること。
なお、入札書に記載する金額の算定に当
たっては、力率割引又は割増は考慮しないこ
ととする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「物品の販売」において、
Aの等級に格付けされ、北海道地域の競争資
格を有する者であること。
(4)電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けている者であるこ
と。
(5)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

(3)入札者に要求される事項この一般競争に
参加を希望する者は、仕様書に記載された確
認書等を指定期日までに提出しなければなら
ない。また、開札日の前日までの期間におい
て、支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなけれ
ばならない。
(4)入札の無効この公告に示した競争参加資
格のない者がした入札及び入札に関する条件
に違反した入札は、無効とする。

79条の規定に基づき作成された予定価格の制
限の範囲内で最低価格をもって有効な入札を
