(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した調達案件に対応できることを証明
する書類を添付して入札書の受領期間内まで
に提出しなければならない。なお、入札者は、
開札日の前日までの間において、経理責任者
から上記証明となるものについて説明を求め
られた場合には、これに応じなければならな
い。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した業務を
遂行できると経理責任者が判断した資料を添
付して入札書を提出した入札者であって、契
約細則第21条の規定に基づいて作成された予
定価格の制限の範囲内の入札金額を提出し、
かつ、経理責任者が、入札説明書で指定する
性能、機能等の要件のうち、必須とした項目
にかかる基準を全て満たしている物品を提案
したものの中から、経理責任者が最低価格方
式をもって落札者を定める。

Hospital Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause :
②not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③have Grade A, B, C or D in "Sales of
products" for participating in tenders by
Ministry of Health, Labour and Welfare
(Single qualification for everyministry
and agency) in Tohoku Region;
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation:
