(6)入札方法入札書に記載する金額は、各社
において設定する契約電力に対する単価(基
本料金単価。小数点以下を含むことができ
る。)及び年間予定使用量に対する単価(従量
料金単価。小数点以下を含むことができる。)
を根拠とし、あらかじめ仕様書で提示する契
約電力及び予定使用電力量に基づき算出した
各月の対価の契約期間における総価を記載す
ること。ただし、発電費用等に係る燃料価格
変動の調整額及び電気事業者による再生可能
エネルギー電気の調達に関する特別措置法に
基づく賦課金は入札金額に含めないこととす
る。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額(当該金額に1円末
満の端数があるときは、その端数金額を切り
捨てるものとする。)をもって落札価格とする
ため、入札者は、消費税及び地方消費税に係
る課税事業者であるか免税事業者であるかを
問わず、又は課税取引であるか非課税・不課
税取引であるかを問わず、見積もった契約金
額の110分の100に相当する金額を入札書に記
載すること。
2競争参加資格
(1)独立行政法人国立美術館契約事務取扱規則
5条及び第6条の規定に該当しない者である
こと。
(2)文部科学省の競争参加資格(全省庁統一資
格)において令和7年度に近畿地域の「物品
の販売」のA又はB等級に格付けされている
者であること。
(3)電気事業法(昭和39年法律第170号)第2
条の2の規定に基づき小売電気事業者として
の登録を受けている者であること。
(4)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ
こ。
(5)文部科学省及び独立行政法人国立美術館か
ら取引停止の措置を受けている期間中の者で
ないこと。
(6)暴力団又は暴力団関係者ではなく、かつ暴
力団又は暴力団関係者と社会的に非難される
べき関係を有していない者であり、「暴力団排
除に関する誓約書」に誓約できる者であるこ
と。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、封印した入札書の
ほかに入札説明書に示す証明書類等を添付し
て入札書の提出期限までに提出しなければな
らない。入札者は、開札日の前日までの間に
おいて、分任契約担当役から説明を求められ
た場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した物品を
供給できると分任契約担当役が判断した入札
者であって、独立行政法人国立美術館会計規
則第21条第1項及び独立行政法人国立美術館
契約事務取扱規則第11条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った入札者を落札者
とする。
