(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書その他入札の条件に違反した者の提出した
入札書は無効とする。

(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな

fication of shall be in the manner of ap-
plication for single qualification for every
ministry and agency;⑤have a registration
to be a General Electricity Utility in accor-
dance with Article 2—2 of the Electricity
Business Act ; ⑥meet the qualification re-
quirement which the obligated officer may
specify in accordance with Article 73 of the
above-mentioned Cabinet Order; and (7)
have not received suspension of designated
contractor status from the Supreme Court
