② 電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)を所定
の受領期限までに上記3(1)に示すURLに
電子調達システムを利用し提出しなければ
ならない。
なお、①、②いずれの場合も、開札日の前
日までの間において支出負担行為担当官から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づき作成された予定価格の制限の範囲内で
最低価格をもって有効な入札を行った者を落
札者とする。

5 Summary

those who shall.
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary f
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. And also have not
received suspension of nomination by Di-
rector-General Shikoku District Trans-
port Bureau.
③Have Grade "A ・ B" of level of interest
in the "Sale of product" in Shikoku area
in terms of the qualification for partici-
pating in tenders by Ministry of Land,
Infrastructure, Transport and Tourism
(Single qualification for every ministry
and agency) in the fiscal years 2025, 2026
and 2027.
④ Have registed as a retail electric enter-
prise in accordance with Article 2-2 of
the Electricity Business Act.
⑤Fulfill the requirement mentioned in
the tender manual that are stated from
the viewpoint of reducing CO2.
⑥Acquire the electric certificate in case
of using the Electric Procurement system
