(1)契約手続きにおいて使用する言語及び通貨

(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、申請書等を、4(3)の提出期限までに、
3(1)①に示すURLに提出しなければなら
ない。
②紙入札方式により参加を希望する者は、
申請書等を、4(3)の提出期限までに、3(1)
②に示す場所に提出しなければならない。
また、①、②いずれの場合も、5(3)の入札
書の提出期限までの間において、分任支出負
担行為担当官から申請書等の内容に関する説
明を求められた場合には、それに応じなけれ
ばならない。
(4)入札の無効競争参加資格のない者、入札
に関する条件に違反した者、入札者に求めら
れる義務を履行しなかった者、5(3)の入札書
の提出期限までに入札説明書及び仕様書等
(追加・変更・訂正分を含む)の交付を受け
ていない者、申請書等に虚偽の記載をした者
又は電子調達システムを利用するための電子
証明書を不正に使用した者が提出した入札書
は無効とする。
(5)契約書の作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った者を
落札者とする。

dering for
participating in the proposed tender are
those who shall:
①Do not come under Article70 and71 of
the Cabinet Order concerning the Budget,
Auditing and Accounting
②Have Grade A, B, C or D on "sale of
product" in Tohoku Area in terms of qua-
lification for participating in tenders by
Ministry of Land, Infrastructure, Trans-
port and Tourism (Single qualification
for every ministry and agency)
③Do not be under suspension of nomina-
tion by Director-General of Tohoku Re-
gional Development Bureau from Time-
limit for the tender to Bid Opening
④The person who obtained a bid manual
from the person of ordering directly
⑤Not be the business operators that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned
⑥Acquire the electric certificate in case
of using the Electric Bidding system
