た当該書類は、支出負担行為担当官において
審査するものとし、審査の結果、合格した者
のみ入札に参加できるものとする。なお、委
任状がある場合は、別途システムにより委任
状を登録する、又は当日の入札開始時刻10分
前までに上記4の(3)に示す場所に提出しなけ
ればならない。
(4)入札の無効本公告に示した競争参加資格
のない者の入札、申請書または資料等に虚偽
の記載をした者の入札、入札に関する条件に
違反した入札及び入札心得第7条の規定に違
反した者の入札は無効とする。

dering for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③have the Grade "A", "B", "C" or "D" in
terms of qualification "Sale of product" at
Hokkaido area for participating in ten-
ders by Ministry of Agriculture, Forestry
and Fisheries (Single qualification for
every ministry and agency) in the fiscal
year 2025, 2026 and 2027
④ Being a person who has been registered
as a retail electric utility based on the
provisions of Article 2—2 of the Electric-
ity Business Act
⑤ Satisfy the compatibility condi-
tion indicated in attachment "competition
participation qualification confirmation
document" about utilization of the carbon
dioxide source of discharge unit and un-
utilized energy, introduction of renew-
able energy, a transfer on a green electric
power bond, a match of dissemination of
information about energy saving to a co-
nsumer and brownout and elucidation of
information the power supply composi-
tion and the carbon dioxide discharge co-
efficient
⑥ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
