(1)入札書及び契約手続において使用する言語

(2)入札保証金及び契約保証金免除
(3)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札。
(4)契約書作成の要否要
(5)落札者の決定方法本公告に示した業務を
履行できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で、最低の価格をもって有効な入札
を行った者を落札者とする。ただし、落札者
となるべき者の入札価格によっては、その者
により当該契約の内容に適合した履行がなさ
れないおそれがあると認められるとき、又は
その者と契約を締結することが公正な取引の
秩序を乱すこととなるおそれがあって著しく
不適当であると認められるときは、予定価格
の制限の範囲内の価格をもって入札した他の
者のうち最低の価格をもって入札した者を落
札者とすることがある。

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
A not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, person under conservatorship or
person under assistance that obtained the
consent necessary for concluding a con-
tract may be applicable under cases of
special reasons within the said clause
B not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
C have Grade "A, B or C on sale of prod-
uct" in terms of the qualification for par-
ticipating in tenders by organizations re-
lated to the Ministry of Health, Labor
and Welfare (Single qualification for
every national ministry and agency) in
the fiscal years 2025, 2026 and 2027
D not be delinquent with the payment of
the social insurance.
