④The airport or heliport that is the base
must be a base not included in the tsu-
nami flood area announced by local gov-
ernments.
⑤Have a base at any of the regions
shown in the table below.
• Kansai branch office : Fukui, Shiga,
Kyoto, Osaka, Nara, Wakayama,
Hyogo
• Chugoku branch office: Okayama,
Hiroshima, Yamaguchi, Tottori,
Shimane
・Shikoku branch office: Kagawa,

⑥It is possible to prove that the co-
mpany's total annual flight for the past
three years(2022-2024) has average of
more than 100 hours.
⑦It is possible to prove that serious inci-
dents or plane accidents caused by hu-
man error (manipulation errors, poor
maintenance, non-compliance with laws
and regulations) have not been certified
by the Japan Transport Safety Board
over the past three years (2022—2024) due
to excluding force majeure
⑧You must be enrolled in third-party and
passenger comprehensive legal liability
insurance
⑨The above six eligibility requirements
can be confirmed by submitting a copy of
the license, a copy of the certificate prov-
ing insurance coverage, the bidding in-
structions and a safety report required by
law, as well as an improvement report
submitted to the Ministry of Land, Inf-
rastructure, Transport and Tourism's
Japan Transport Safety Board, etc
