(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、入札説明書で示し
た競争参加に必要な証明書類を指定期日まで
に提出しなければならない。提出された書類
を支出負担行為担当官栃木労働局総務部長が
審査した結果、この公告に示した役務等を履
行することができると認められた者に限り、
入札に参加することができるものとする。な
お、提出した書類について説明を求められた
場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は、無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法入札説明書で指定する
要求要件を全て満たしている提案をした入札
者で、かつ、予算決算及び会計令第79条の規
定に基づいて作成された予定価格の制限の範
囲内で最低価格をもって有効な入札を行った
入札者を落札者とする。

5 Summary

Utsunomiya second local congruent Gov-
ernment Building in the2026fiscal year
Electricity contract 213kW. Estimated vol-
ume of electricity 588,720kWh
(iv) Delivery period: From 1 April 2026 th-
rough 31 March 2027
(v)Qualifications for participating in the
tendering procedures, Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, persons under guardianship or assis-
tance that obtained the consent necessary
for concluding a contract may be appli-
cable under cases of special reasons with-
in the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③have Grade A, B or C on "Sale of prod-
ucts" in terms of the qualification for par-
ticipating in tenders by the Ministry of
Health, Labor and Welfare (Single quali-
fication for every ministry and agency) in
the fiscal years 2025, 2026 and 2027
④prove to have no false statement in ten-
dering documents.
⑤prove neither the business condition
nor credibility is deteriorating
⑥For bidders subject to the following in-
surance system of each item, and it is not
in arrears either of insurance premiums
(2 insurance year about (v) and (vi) for the
last two years of the bid submission dead-
line of this bid:
(1) insurance
(2) Health insurance (the thing which as-
sociation of national health insurance
has jurisdiction over)
(3) Seamen's insurance
(4)National pension
(5) Worker's compensation insurance
(6) Unemployment insurance

which the Obrigating Officer may specify
in accordance with Article 73 of the Cabi-
