次のとおり一般競争入札に付します。

(3)調達件名の特質等支出負担行為担当官が
「入札説明書」で指定する特質を有すること。
(4)履行期間詳細は入札説明書による。

(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約金額の110分の100に相当する金
額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)次のいずれかに該当する者であること。
(a)令和07・08・09年度最高裁判所競争参加
資格(全省庁統一資格)の「役務の提供等」
において、A等級に格付けされている者で
あること。
(b)令和07・08・09年度最高裁判所競争参加
資格(全省庁統一資格)の「役務の提供等」
においてB、C又はD等級に格付けされた
競争参加資格を有する者で、本入札公告と
同等以上の「役務の提供等」をした実績を
有することを証明できる者。

(4)上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5)開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(6)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。

4電子調達システムの利用
本件は、入札、資料提出、開札等を電子調達
システムを利用した方式により実施するものと
する。ただし、同方式により難い者は、支出負
担行為担当官の承諾を得た場合に限り、紙入札
方式により参加し、又は紙入札方式へ変更する
ことができる。
5その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、入札説明書で示し
た技術審査に必要な書類を令和8年1月9日
正午までに提出しなければならない。
入札者は、開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書及び裁判所における入札に関する条件に違
反した入札は無効とする.
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した役務を
提供できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
に基づいて作成された予定価格の制限の範囲
内で最低価格をもって有効な入札を行った入
札者を落札者とする。

ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall : (A)not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing,
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article); (B)not apply to Article 71 of
the above-mentioned Cabinet Order; (C)(a)
have Grade A in Offer of service classifica-
tion in terms of the qualification for partici-
pating in bids required by the Supreme
Court (single qualification for every minis-
try and agency) in the fiscal years2025,
2026and2027, or (b)have Grade B, C or D in
the said classification, and be able to prove
the record of experience of offering equiva-
lent or superior service to the case of this
bid notice ; (D)have not received suspension
of designated contractor status from the
Supreme Court at the time of the opening of
bids; and(E)meet the qualification require-
ment which the obligated officer may spec-
ify in accordance with Article 73 of the abo-
ve-mentioned Cabinet Order
