5 Summary

purchased : Supply of high-voltage electric-
ity to the Shiga Comprehensive Labor Gov-
ernment Building and three other facilities

(7)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under to the provisions of
Article 70 of the Cabinet Order concern-
ing the Budget, Auditing and Accounting.
Furthermore, those persons who are mi-
nors, or persons under Assistance that ob-
tained the consent required for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause,
②Not be covered by Article 71 of the
Cabinet Order concerning the Budget.

③Be rated with an "A", "B" or "C" during
fiscal years2025/2026/2027 in "Sale of
product" for participating in tenders by
the Ministry of Health, Labor and Wel-
fare, which is the uniform qualification
for every ministry and agency,
④ There are not being the failure to pay
of the premium to depend on nonapplica-
tion and these such as Employees' Pen-
sion Insurance, Health Insurance (so-
mething by which the whole country
health insurance society has a pipe palm),
Seamen's Insurance, State Pension, Wor-
kers' Compensation Insurance and Unem-
ployment Insurance (there are not being

ceived administrative disposition for vio-
lating laws and regulations under the ju-
risdiction of the Ministry of Health, La-
bor and Welfare. However, this does not
apply if you have received an order for
suspension of employment, etc. from a la-
bor standards inspection agency for vio-
lating labor-related laws and regulations,
but have taken corrective measures and
received a "Notice of Lifting the Order
for Suspension of Use, etc,'
⑨ Within the past year, you have not
been referred to prosecutors for violating
laws and regulations under the jurisdic-
tion of the Ministry of Health, Labor and
Welfare, and this fact has not been made
public.
⑩The bidder must be a registered retail
electricity provider pursuant to Article
2—2 of the Electricity Business Act. This
registration must be valid at the time of
bid submission and throughout the con-
tract period.
