(1)入札及び契約手続において使用する言語及

(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書及び仕様書
に記載された確認書等を指定期日までに提出
しなければならない。
また、開札日の前日までの間において、支
出負担行為担当官から当該書類に関し説明を
求められた場合には、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断した
資料を添付して入札書を提出した入札者で
あって、予算決算及び会計令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った入札
者を落札者とする。

5 Summary
(1)Official in charge of disbursement of the

(2)Classification of the products to be pro-
cured:26
(3)Nature and quantity of the products to be
purchased : Electricity supply contract for
use at Fukuoka Prison and Iizuka Deten-
tion Branch.
(4) Delivery period : From 1 April 2026 th-
rough 31 March 2027
(5)Delivery place: Place designated by Offi-
cial in charge of disbursement of the pro-
curing entity
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause.②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting. ③Have the Grade
A, B or C in "sale of product" in terms of the
qualification for participating in tenders re-
lated to the Ministry of Justice (Single qua-
lification for every ministry and agency) in
the fiscal years 2025,2026 and 2027.④Have
Permission to be a general electric enter-
prise in accordance with Article2—2 of the
Electricity Utilities Industry Law. ⑤Be sat-
isfied with the qualification requirements
which Official in charge of disbursement of
the procuring entity may specify in accor-
dance with Article 73 of the Cabinet Order ;
⑥Suppliers who intend to put in a bid with-
out above qualifications may be eligible
only if they will be entitled to the qualifica-
tions, registered on the list of qualified bid-
ders, and considered to have their levant
grade.
