②紙入札方式により参加を希望する者は、
必要な申請書等を所定の受領期限までに3
(1)に示す場所に提出しなければならない。
なお、いずれの場合も、開札日の前日まで
の間において必要な申請書等の内容に関す
る契約担当官等からの照会があった場合に
は、説明しなければならない。また、入札
書に本件責任者、担当者の氏名及び連絡先
を明記することにより、入札書への押印を
省略することができる。ただし、押印を省
略した入札書であっても電子メールによる
提出は認めない。
(4)入札の無効本公告に示した競争参加資格
のない者が行った入札、申請書又は資料に虚
偽の記載をした者が行った入札及び入札に関
する条件に違反した入札は無効とする。
(5)契約書作成の要否要本案件は、契約手
続きにかかる書類の授受を電子調達システム
で行う対象案件である。なお、電子調達シス
テムによりがたい場合は、紙契約方式願を提
出し、紙契約方式に代えるものとする.
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
であり、入札説明書の要求要件をすべて満た
した入札者の中から、最低価格をもって有効
な入札を行った者を落札者と決定する。なお、
落札者となるべき者が2者以上となった場合
は、くじにより落札者を決定するものとする。

ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause
②not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③not be currently under suspension of
nomination by Director-General, West
Japan Civil Aviation Bureau.
④have Grade A, B, C, D "Purchase" in
terms of the qualification for participat-
ing in tenders by Ministry of Land, Inf-
rastructure, Transport and Tourism
