the qualification for participating in ten-
ders for "Selling products" by the Minis-
try of Education, Culture, Sports, Science
and Technology (Single qualification for
every ministry and agency) in the Kinki
area in the fiscal vears 2025, 2026 and
2027.
② Not come under Article 70 and 71 of
the Cabinet Order concerning the Budget.

contract may be applicable under cases

る契約電力に対する単一の単価(kWh)及
び使用電力量に対する単価を記載すること。
(小数点以下を含むことができる。)落札の決
定は、本校が提示する予定使用電力量の対価
を入札書に記載された入札金額に従って計算
した総価で行うので、当該総価を上記の単価
と併せて記載すること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)独立行政法人国立高等専門学校機構契約事
務取扱規則第4条及び第5条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)国の競争参加資格(全省庁統一資格)にお
いて令和7年度に東北又は関東・甲信越地域
の「物品の販売」のA、B又はC等級に格付
けされている者であること。なお、当該競争
参加資格については、令和7年3月31日付号
外政府調達第57号の官報の競争参加者の資格
に関する公示の別表に掲げる申請受付窓口に
おいて随時受け付けている。
(3)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ

類に関し説明を求められた場合は、それに応
じなければならない。

あって、独立行政法人国立高等専門学校機構

とする。
