(6)入札方法
①入札は上記(2)の件名ごとに行う,
②各社において設定する契約電力に対する
単価(kW単価)及び使用電力量に対する
単価(kWh単価)を根拠とし、仕様書で
提示する契約電力及び予定使用電力量の総
価を入札金額とすること。
③落札決定に当たっては、入札書に記載さ
れた金額に当該金額の10パーセントに相当
する額を加算した金額(当該金額に1円未
満の端数があるときは、その端数金額を切
り捨てた金額とする。)をもって落札価格と
するので、入札者は、消費税及び地方消費
税に係る課税事業者であるか免税事業者で
あるか、又は課税取引であるか非課税・不
課税取引であるかを問わず、見積もった契
約希望金額の110分の100に相当する金額を
入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度における各省庁の競争
参加資格(全省庁統一資格)において、「物品
の製造」又は「物品の販売」の営業品目「燃
料類」又は「その他」のいずれかの「A」、
「B」又は「C」等級に格付けされている者
であること。
(4)その他独立行政法人高齢・障害・求職者雇
用支援機構契約担当役理事が別に定める資格
を有することを証明した者であること,

(2)入札説明書等の交付方法本公告の日から
3の(1)において、土曜日、日曜日及び祝日を
除く毎日、午前10時から正午まで及び午後1
時から午後4時までの間に交付する。
なお、電子メールにて入札説明書等の交付
を希望する場合は、以下のとおり

①電子メールの件名は、『『令和8年度電力
需給契約(高圧)に係る入札説明書等の交
付依頼』とすること。
②電子メール本文に、会社名、全省庁統一
資格の業者コード(申請中の場合は記載不
要)、担当者名、電話番号、FAX番号、
メールアドレス及び入札参加予定件名No.を
記入すること。

(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この競争に参加
を希望する者は、封印した入札書のほかに必
要な証明書等を入札書の受領期限までに提出
しなければならない。また、開札日の前日ま
での間において必要な証明書等の内容に関す
る照会があった場合には、説明しなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札、入札に関する条件に違
反した入札は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予定価格の制限の範囲
内で最低価格をもって有効な入札を行った入
札者を落札者と決定する。
(7)手続における交渉の有無無。
