(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度法務省競争参加資格
(全省庁統一資格)「物品の製造」若しくは「物
品の販売」において、A若しくはBの等級に
格付され、関東・甲信越地域の競争参加資格
を有する者又は「物品の製造」若しくは「物
品の販売」において、Cの等級に格付され、
関東・甲信越地域の競争参加資格を有する者
であって、本件と同程度の仕様の物品を供給
した実績を有する者であること
(4)電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けている者であるこ
と。
(5)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。

本件は、電子調達システムを利用することが
できる案件である。
5その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した必
要書類を令和7年12月1日17時00分までに上
記3(1)の場所に提出しなければならない。ま
た、開札日の前日までの間において、支出負
担行為担当官から当該書類について説明を求
められた場合は、それに応じなければならな
い。
(4)入札の無効本公告に示した競争参加資格
のない者がした入札及び入札に関する条件に
違反した入札は、無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。

6 Summary
(1)Official in charge of disbursement of the

purchased : Electricity to be used in Kudan
Common Government Office No. 2. The es-
timated electricity for the year 2.255,043

(4)Delivery period: From 1 April,2026 th-
rough 31 March, 2027
(5) Delivery place: As in the tender manual.
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Persons under Conservator-
ship or Persons under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause. ②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting.③Have Grade A or
B in "Manufacture of products" or "Sale of
products" in the Kanto Koushinetsu area in
terms of the qualification for participating
in tenders by Ministry of Justice (Single
qualification for every ministry and agen-
cy) for the purpose of procurement in the
fiscal years 2025,2026, and2027. Or Have
Grade C in "Manufacture of products" or
"Sale of products" in the Kanto Koushinetsu
area in terms of the qualification for par-
ticipating in tenders by Ministry of Justice
(Single qualification for every ministry and
agency) for the purpose of procurement in
the fiscal years 2025, 2026, and 2027 and
have a record of products supply contact
concerned of more than equal. 4 Have per-
mission to be a retail electric enterprise in
accordance with Article 2—2 of the Elec-
tricity Business Act.⑤Fulfill the require-
ment mentioned in the tender manual that
are stated from the viewpoint of reducing
CO2
