4電子調達システムの利用
本件は、電子調達システムを利用した応札及
び入開札手続により実施するものとする。ただ
し、紙による入札書の提出も可とする。詳細に
ついては、入札説明書のとおり。なお、上記3
(3)及び(4)については、電子調達システムにおい
てシステム障害が発生した場合には、別途通知
する日時に変更する場合がある。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、当所の交付する入札説
明書に示した書類を令和7年12月19日午後5
時までに上記3の(1)に提出しなければならな
い。
入札者は開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した者の提出した入札書は無効と
する。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断した
資料を添付して入札書を提出した入札者で
あって、予算決算及び会計令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った者を
落札者とする。ただし、落札者となるべき者
の入札価格によっては、その者により当該契
約の内容に適合した履行がなされないおそれ
があると認められるとき又はその者と契約を
締結することが公正な取引の秩序を乱すこと
となるおそれがあって著しく不適当であると
認められるときは、予定価格の制限の範囲内
の価格をもって入札した他の者のうち最低の
価格をもって入札した者を落札者とすること
がある。

those who shall
①not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, minors
Person under Conservatorship or Person
under Assistance that obtained the con-
sent necessary for concluding a contract
may be applicable under cases of special
reasons within the said clause.
②not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③ have the Grade "A","B" or "C" in terms
of qualification "manufacture of product"
or "sale of product" in terms of the quali-
fication for participating in tenders by
Ministry of Agriculture, Forestry and
Fisheries (Single qualification for every
ministry and agency) in the fiscal year
2025,2026 and 2027.
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
⑤ prove not to be a period of receiving
nomination stop from the contracting of-
ficer etc
