(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札に関する条
件に違反した者の提出した入札書は無効とす
る。
(5)契約書作成の要否要
(6)落札者の決定方法契約規程第33条の規定
に基づいて作成された予定価格の制限の範囲
内で、最低価格をもって有効な入札を行った
者を落札者とする。ただし、落札者となるべ
き者の入札価格によっては、その者により当
該契約の内容に適合した履行がなされない恐
れがあると認められる時、又はその者と契約
を締結することが公正な取引の秩序を乱すこ
ととなる恐れがあって著しく不適当であると
認められる時は、予定価格の制限の範囲内の
価格をもって入札した他の者のうち最低の価
格をもって入札した者を落札者とすることが
ある。
(7)手続における交渉の有無無
(8)契約情報の公表「独立行政法人の事務・
事業の見直しの基本方針(平成22年12月7日
閣議決定)に基づき、当研究所と一定の関係
を有する法人等と契約をする場合には、当研
究所との関係に係る情報を当研究所のホーム
ページで公表する。なお、本件への応札若し
くは応募又は契約の締結をもって、所要の情
報の当方への提供及び情報の公表に同意され
たものとみなす。

③ those who are not under suspension
from entering into transaction for con-
tracts on manufacture/purchase of
goods and or contract for services
④ those who have participated in the bid-
ding briefing meeting scheduled on De-
cember 5,2025
