(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
(7)電子調達システムの利用本件は、電子調
達システムを利用できる案件である。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。

(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「物品の販売」においてA
若しくはBの等級に格付けされた九州・沖縄
地域の競争参加資格を有する者又は「物品の
販売」においてCの等級に格付けされた九
州・沖縄地域の競争参加資格を有する者で
あって、本件と同等程度以上の仕様の電気を
供給した実績を有する者であること。
(4)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(5)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。
(6)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。

確実に納入できると支出負担行為担当官が判
断した入札者であって、予算決算及び会計令
第79条の規定に基づいて作成された予定価格
の制限の範囲内で最低価格をもって有効な入
札を行った者を落札者とする。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, Minors, Persons under Conservator-
ship or Persons under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause. ②Not come under Article 71 of the
Cabinet Order concerning Budget, Auditing
and Accounting.③Have Grade A or B in
"Sale of product" in terms of the qualifica-
tion for participating in tenders by Organi-
zations in the Kyusyu and Okinawa area re-
lated to the Ministry of Justice (Single qua-
lification for every ministry and agency) for
the purpose of procurement in the fiscal
years of 2025, 2026, 2027. Or Have Grade C
in "Sale of product" in terms of the qualifi-
cation for participating in tenders by Orga-
nizations in the Kyusyu and Okinawa area
related to the Ministry of justice (Single
qualification for every ministry and agen-
cy) for the purpose of procurement in the
fiscal years of 2025, 2026, 2027 and have a
track record of supplying equal or higher
electric power. a
General Electricity Utility in accordance
with Article 2, paragraph 2 of the retail
electricity company.⑤Fulfill the require-
ment mentioned in the tender manual that
are stated from the viewpoint of reducing
CO2.⑥Meet the qualification requirements
which the Obligating Officer may specify in
accordance with Article 73 of the Cabinet
Order concerning Budget, Auditing and Ac-
counting.
