(6)入札方法落札決定に当たっては、入札書

るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税事業者であるか
を問わず、見積もった契約金額から消費税及
び地方消費税に相当する金額を控除した金額

2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において、「役務の提供等」
の「A」又は「B」の等級に格付けされ、近
畿地域の競争参加資格を有する者、又は当該
競争参加資格を有していない者で、入札書の
受領期限までに競争参加資格名簿に登載され
た者であること。
(4)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(5)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。

4調達ボータルの利用
本件は、調達ポータルを利用した応札及び入
開札手続により実施するものとする。ただし,
紙による入札書の提出も可とする。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除,
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法入札書の入札価格が予
算決算及び会計令第79条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った者を落札者とす
る。ただし、次に掲げる場合に該当すると認
められる場合には、予定価格の制限の範囲内
の価格をもって入札した他の者のうち、最低
の価格をもって入札した者を落札者とするこ
とがある。
イ落札者となるべき者の入札価格によって
は、その者により当該契約の内容に適合し
た履行がされないおそれがあると認められ
た場合。
(イ)本入札は、契約の内容に適合した履行
がされないおそれがあると認められる場
合の基準を設定している。
(ロ)上記(イ)の基準を下回った入札があった
場合には、入札を「保留」して終了し、
調査のうえ、その結果を後日通知する。
(ハ)上記(イ)の基準を下回った入札者は、事
後の事情聴取等に協力すること。
ロその者と契約を締結することが公正な取
引の秩序を乱すこととなるおそれがあっ
て、著しく不適当と認められる場合。
