4その他
(1)入札及び契約手続きにおいて使用する言語

(3)入札者に要求される事項入札者は、開札
日の前日までの間において分任支出負担行為
担当官から提出資料に関し説明を求められた
場合は、それに応じなければならない。

出資料に虚偽の記載をした者のした入札及
び、入札に関する条件に違反した入札は無効

(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
範囲内で、最低価格をもって有効な入札を
行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約内容に適合
した履行がなされないおそれがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなるおそれ
があって著しく不適当であると認められると
きは、予定価格の制限の範囲内の価格をもっ
て入札をした他の者のうち最低の価格をもっ
て入札をした者を落札者とすることがある。

ing and Accounting. Furthermore, Mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
③Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
④Not fall under the Corporate Re-
organization Act (Act No. 154 of 2002) or
the Civil Rehabilitation Act (Act No. 225
of 1999). Furthermore, those who have
filed a petition for commencement of re-
organization proceedings or commence-
ment of rehabilitation proceedings shall
obtain the authorization for repossession
of the said tendering participants qualifi-
cation after the commencement of pro-
ceedings.
⑤Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of

⑥Not be suspended by government of-
