2一般競争入札に必要な競争参加資格
(1)造幣局契約事務規程第4条及び第5条の規
定に該当しない者であること。
(2)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)又は、令和7・8・9年
度独立行政法人造幣局競争参加資格において
業種区分が「物品の製造」又は「物品の販売」
で「A」、「B」、「C」又は「D」に格付けされ
ている者であること。
(3)各省各庁から指名停止等を受けていない者
であること。
(4)造幣局と締結した契約に関し、契約に違反
し、契約の相手方として不適当であると認め
られる者でないこと。
(5)当局の技術審査基準に合格した者であるこ

3一般競争入札への参加申込み等
(1)一般競争入札に参加を希望する者は、令和
7年12月5日17時00分までに、下記に申込み
を行うこと。

(1)入札方法入札者は、下記の(イ)及び(ロ)の合
計額を入札書に記載するものとする。(イ)消費
税が課税となるものについては、入札者が消
費税に係る課税事業者であるか免税事業者で
あるかを問わず、見積もった価格の110分の
100に相当する金額(ロ)消費税が非課税又は
不課税となるものについては、見積もった価
格
(2)契約手続において使用する言語及び通貨
日本語及び日本国通貨.
(3)入札保証金及び契約保証金免除。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札。
(5)契約書作成の要否要.
(6)落札者の決定方法造幣局契約事務規程第
7条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。

① do not come under Article of
the Japan Mint Contract Procedure
Rules.
②have obtained Grade A, B, C or D from
the Ministry of Finance Japan (all minis-
tries/agencies) or Japan Mint in the cat
egory of "Manufacturing of products" or
"Selling of products" in the qualification
for participating in tendering procedures
for the fiscal years of 2025, 2026 and 2027.
③ have not received suspension of de
signated contractor status, etc. from any
ministry or agency.
④ are not being recognized as an unsuit-
able one to make a contract with, due to
the violation of the contract with Japan
Mint including its branches in the past.
