(6)入札方法入札金額は、価格と環境性能を
総合的に評価する総合評価落札方式を用いて
落札者を決定する。落札決定に当たっては、
入札書に記載された金額に当該金額の10パー
セントに相当する額を加算した金額(当該金
額に1円未満の端数があるときは、その端数
金額を切り捨てるものとする。)をもって落札
価格とするので、入札者は、消費税に係る課
税事業者であるか免税事業者であるかを問わ
ず、見積もった契約金額の110分の100に相当
する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であっても、契約締結のため
に必要な同意を得ている者は、同条中、特別
の理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度厚生労働省競争参加資
格(全省庁統一資格)において、「役務の提供
等の「A」、「B」又は「C」等級に格付け
される者、又は当該競争参加資格を有してい
ない者で、入札書の受領期限までに競争参加
資格審査を受け、競争参加資格者名簿に登載
された者であること。
(4)厚生労働省から取引停止の措置を受けてい
る期間中の者でないこと。
(5)予算決算及び会計令第73条の規定に基づ
く、支出負担行為担当官が定める資格を有す
ることと、社会保険等(厚生年金保険、健康
保険(全国健康保険協会が管掌するもの)、
船員保険、国民年金、労働者災害補償保険及
び雇用保険をいう。)の適用される者について
は、各保険等に加入しており、かつ保険料の
滞納がないことを指す(直近2年間又は直近
2保険年度の未納がないこと。)。

4電子調達システムの利用
本件は、電子調達システムを利用した応札及
び入札手続きにより実施するものとする。ただ
し、紙による入札書の提出も可とする。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に求められる義務この一般競争に
参加を希望する者は、電子調達システムにお
ける所定の手続による入札手続を行うか、又
は封印した入札書に入札説明書に示す書類を
添付して入札書提出期限日までに提出しなけ
ればならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で、性能等証明書が長崎労働局
による審査の結果合格した者のうち、仕様書
別添「自動車の性能に関する審査要領」に規
定する「総合評価点の計算方法」によって得
られた総合評価点の最も高いものを落札者と
する。

6 Summary

③Have Grade "A, B or C in the offer of
service" in terms of the qualification for
participating in tenders by Organizations
related to the Ministry of Health, Labor
and Welfare (Single qualification for
every ministry and agency) in the fiscal

rears with its insurance premium (there is
no nonpayment of the last two years or
the last two insurance years)
