次のとおり一般競争入札に付します。

(6)入札方法落札決定は、総合評価落札方式
をもって行うので、提案に係る性能、機能、
技術等に関する書類(以下「総合評価のため
の書類」という。)を提出すること。なお、落
札決定に当たっては、入札書に記載された金
額に当該金額の10パーセントに相当する額を
加算した金額(当該金額に1円未満の端数が
あるときは、その端数金額を切り捨てるもの
とする。)をもって落札価格とするので、入札
者は、消費税及び地方消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約金額の110分の100に相当する金
額を入札書に記載すること。
2競争参加資格
(1)国立大学法人千葉大学の契約事務取扱細則
第5条及び第6条の規定に該当しない者であ
ること。なお、未成年者、被保佐人又は被補
助人であって、契約締結のために必要な同意
を得ている者は、同条中、特別の理由がある
場合に該当する。
(2)国の競争参加資格(全省庁統一資格)又は
国立大学法人千葉大学の競争参加資格のいず
れかにおいて令和7年度に関東・甲信越地域
の「物品の販売」のA、B又はC等級に格付
けされている者であること。なお、当該競争
参加資格については、令和7年3月31日付け
号外政府調達第57号の官報の競争参加者の資
格に関する公示の別表に掲げる申請受付窓口
において随時受け付けている。
(3)購入物品に係る迅速なアフターサービス・
メンテナンスの体制が整備されていることを
証明した者であること。
(4)本公告に示した物品を契約担当役が指定す
る日時、場所に十分に納入することができる
ことを証明した者であること。
(5)国立大学法人千葉大学の契約事務取扱細則
第7条の規定に基づき、契約担当役が定める
資格を有する者であること。
(6)契約担当役から取引停止の措置を受けてい
る期間中の者でないこと。

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に総合
評価のための書類及び本公告に示した物品を
納入できることを証明する書類を添付して入
札書の受領期限までに提出しなければならな
い。入札者は、開札日の前日までの間におい
て、契約担当役から当該書類に関し説明を求
められた場合は、それに応じなければならな
い。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、 入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した物品を
納入できると契約担当役が判断した入札者で
あって、国立大学法人千葉大学契約事務取扱
細則第13条の規定に基づいて作成された予定
価格の制限の範囲内で、契約担当役が入札説
明書で指定する性能、機能、技術等(以下「性
能等」という。)のうち、必須とした項目の最
低限の要求要件をすべて満たしている性能等
を提案した入札者の中から、契約担当役が入
札説明書で定める総合評価の方法をもって落
札者を定める。

入札説明書等で当該調達に関する環境上の条
件を定めた調達であると示されている場合
は、十分理解した上で応札すること。

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
A not come under Article 5 and 6 of the
Regulation concerning the Contract for
Chiba University, Furthermore, minors,
Person under Conservatorship or Person
under Assistance that obtained the con-
sent necessary for concluding a contract
may be applicable under cases of special
reasons within the said clause,
B have the Grade A, B or C qualification
during fiscal2025in the Kanto Kos-
hinetsu area in sales of product for par-
ticipating in tenders by Single qualifica-
tion for every ministry and agency, or in
tenders by National University Corpora-
tion.
C prove to have prepared a system to
provide rapid after-sale service and main-
tenance for the procured products,
D prove to have the ability to deliver the
products, required by this notice, on the
date and to the place specified by the Ob-
ligating Officer,
E meet the qualification requirements
which The Obligating Officer, Adminis-
tration Bureau, may specify in accor-
dance with Article 7 of the Regulation,
F not be currently under a suspension of
business order as instructed by The Ob
ligating Officer.
