(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
(a) not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
(b) not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
(c) have Grade A or B in the Toukai-
Hokuriku district, in terms of the qualifi-
cation for participating in tenders related
to Ministry of Finance (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2025, 2026 and 2027.
(d) have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
(e) guarantee to perform properly the con-
tract, provided that the business situation
or trustworthiness is deemed not to have
significantly deteriorated.
(f) meet the qualification requirements
which Deputy Assistant Regional Com-
missioner may specify in accordance with
Article 73 of the Cabinet Order

次のとおり一般競争入札に付します。

(6)入札方法落札決定にあたっては、入札書
に記載された金額に当該金額の100分の10に
相当する額を加算した金額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てた金額とする。)をもって落札価格とす
るので、入札者は消費税及び地方消費税に係
る課税事業者であるか免税事業者であるかを
問わず、見積もった契約希望金額の110分の
100に相当する金額を入札書に記載すること。
(7)電子調達システムの利用本案件は、入札
説明書等の交付、証明書等の提出、入札及び
契約等を電子調達システムにより実施する。
ただし、電子調達システムにより難い場合は、
支出負担行為担当官に願い出た場合に限り、
入札説明書等の紙による交付、証明書等及び
入札書及び契約書を紙方式による提出へ変更
することができる。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条に示す特別
な理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度の国土交通省競争参加
資格(全省庁統一資格)「物品の製造」又は「物
品の販売」のA、B、C又はD等級に格付け
された四国地域の競争参加資格を有する者で
あること。
(4)証明書等の受領期限の日から開札の時まで
の期間に、四国地方整備局長から指名停止を
受けていないこと。
(5)入札説明書等の交付を直接受けた者である
こと。
(6)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この競争に参加
を希望する者は、所定の受領期限までに証明
書等を電子調達システムにて提出しなければ
ならない。
また、開札日の前日までの間において証明
書等の内容に関して支出負担行為担当官から
の照会があった場合は、説明しなければなら
ない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(5)契約書の作成の要否要
本業務は、契約手続を電子調達システムで
行う対象案件である。なお、電子調達システ
ムにより難い場合は、発注者の承諾を得て紙
契約方式に代えるものとする。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)国土交通省競争参加資格の認定を受けてい
ない者の参加上記2(3)に掲げる国土交通競
争参加資格(全省庁統一資格)の認定を受け
ていない者も、上記3(3)及び(4)により証明書
等及び入札書を提出することができるが、競
争に参加するためには、開札の時において、
当該資格の認定を受け、かつ競争参加資格の
確認を受けていなければならない。
(8)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和7年3月
31日付官報)に記載されている時期及び場所
で申請を受け付ける。
