入札者は消費税に係る課税事業者であるか免
税事業者であるかを問わず、見積もった契約
金額の110分の100に相当する金額を入札書に

2競争参加資格
(1)予算決算及び会計令第70条及び第71条の規
定に該当しない者であること。なお、未成年
者、被保佐人又は被補助人であって、契約締
結のために必要な同意を得ている者は、同条
中、特別の理由がある場合に該当する。
(2)令和07・08・09年度防衛省競争参加資格
(全省庁統一資格)「物品の販売」のうちA、
B、C又はDの等級に格付けされた競争参加
資格を有する者であること,
(3)契約担当官等から取引停止の措置を受けて
いる期間中の者でないこと。
(4)上記1(3)の入札説明書の特質等に合致した
購入物品及び数量を確実に納入し得ることを
証明できる者であること。
(5)日本国内で調達物品の検査を行うため、日
本国内に検査設備及び要員等を確保でき、分
任契約担当官の実施する検査の立会に応じら
れる者であること。
(6)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
ものとして、国発注業務等から排除要請があ
り、当該状況が継続している者でないこと。
