入札金額については、購入物品のほか、納
入に要する一切の費用を含めた額とするこ
と。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額(当該金額に1円未
満の端数があるときは、その端数金額を切り
捨てるものとする。)をもって落札価格とする
ので、入札者は、消費税に係る課税事業者で
あるか免税事業者であるかを問わず、見積
もった契約金額の110分の100に相当する金額
を入札書に記載すること。
2競争参加資格
(1)独立行政法人国立病院機構契約事務取扱細
則(以下、契約細則という。)第5条の規定に
該当しない者であること。なお、未成年者、
被保佐人又は被補助人であっても、契約締結
のために必要な同意を得ているものは、同条
中、特別の理由がある場合に該当する。
(2)契約細則第6条の規定に該当しない者であ
ること。
(3)厚生労働省競争参加資格(全省庁統一資格)
「物品の販売」のA、B又はCの等級に格付
され、東海・北陸地域の競争参加資格を有す
る者であること。
(4)ガス事業法第3条の規定に基づきガス小売
事業の登録を受けている者であること。
(5)契約細則第4条の規定に基づき、経理責任
者が定める資格を有する者であること。

この一般競争に参加を希望する者は、封印
した入札書に本公告に示した物品を納入でき
ることを証明する書類を添付して入札書の受
領期限までに提出しなければならない。入札
者は、開札日の前日までの間において、経理
責任者から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4)入札の無効
本公告に示した競争参加資格のない者の提
出した入札書、入札者に求められる義務を履
行しなかった者の提出した入札書は無効とす
る。

(6)落札者の決定方法
契約細則第21条の規定に基づいて作成され
た予定価格の制限の範囲内で最低の価格を
もって有効な入札を行った入札者を落札者と
する。
ただし、落札者となるべき者の入札価格に
よっては、その者により該当契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低の価格を
もって入札した者を落札者とすることがあ
る。

tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause :
② not come under Article 6 of the Regula
tion concerning Contract for NHO;
③ have Grade A, B or C in "Sales of prod
ucts" for participating in tenders by Min-
istry of Health,Labour and Welfare
(Single qualification for every ministry
and agency) in Tokai-Hokuriku Region;
④ are registered as gas retailers under
Article 3 of the Gas Business Act ;
⑤meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu
lation:
