(6)入札方法入札金額については、業務に要
する一切の費用を含めた額とする。落札決定
に当たっては、入札書に記載された金額に当
該金額の10%に相当する額を加算した金額
(当該金額に1円未満の端数があるときは,
その端数金額を切り捨てるものとする。)を
もって落札価格とするので、入札者は、消費
税に係る課税事業者であるか免税事業者であ
るかを問わず、見積った契約金額の110分の
100に相当する金額を入札書に記載すること。
(7)電子入札システムの利用本案件は、証明
書等の提出、入札を電子入札システムで行う
対象案件である。なお、電子入札システムに
依りがたい場合は、紙入札方式参加願を提出
するものとする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であっても、契約締結のため
に必要な同意を得ている者は、同条中、特別
の理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)環境省大臣官房会計課長から指名停止措置
が講じられている期間中の者でないこと。
(4)令和07・08・09年度環境省競争参加資格
(全省庁統一資格)「役務の提供等」の「情報
処理又は「ソフトウエア開発」において、
開札時までに、「A」、「B」又は「C」級に格
付けされている者であること。
(5)その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。
(6)入札説明書において示す暴力団排除に関す
る誓約事項に誓約できる者であること。

5 Summary
(1)Official in charge of disbursement of the

(3)Upgrade work of network equipment for
national air monitoring stations data dur-
ing fiscal year 2025.
(4) Fulfillment period: as in the tender do-
cumentation

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: Inot come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons with in the said clause;②
not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting;3are not being suspended
from transactions by request of the officials
in charge of contract;;④have Grade A, B
or C "Service" (Service of "Soft-
ware Development" or "Information pro-
cessing" ) in terms of the qualification for
participating in tenders by the Ministry of
the Environment (single qualification for
every ministry and agency) in the fiscal
year 2025, 2026 and 2027:⑤meet the quali-
fication requirements which the Obligating
Officer may specify in accordance with Ar-
ticle73 of the Cabinet Order;⑥pledge to
excluding crime syndicates and other
illegal organization defined in the bid
manual
