(3)入札者に要求される事項この一般競争に
参加を希望する者は、本公告に示した業務が
履行できることを証明する書類を指定する期
日までに提出しなければならない。また、入
札者は、支出負担行為担当官から当該書類に
関し説明を求められた場合は、これに応じな
ければならない。また、上記証明書類とあわ
せて暴力団等に該当しない旨の誓約書を提出
しなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の入札書
は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した業務を
履行できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内であり、入札説明書で指定する性能
等の要求要件のうち、必須とされた項目の最
低限の要求要件を全て満たし、当該入札者の
価格、性能、機能及び技術等をもって申込を
した内容が総合評価の方法によって得られた
数値の最も高い者を落札者とする。ただし、
落札者となるべき者の入札価格によっては、
その者により当該契約の内容に適合した履行
がなされないおそれがあると認められると
き、又はその者と契約を締結することが公正
な取引の秩序を乱すこととなるおそれがあっ
て著しく不適当であると認められるときは、
予定価格の制限の範囲内の価格をもって入札
した他の者のうち、評価の最も高い者を落札
者とすることがある。

5 Summary

(5)Fulfillment place: The place specified by
the Official in charge of disbursement of the
procuring entity
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③have Grade "A", "B", or " on "offer of
services etc." in the Kanto-Koshinetsu
Area in terms of qualification for partici-
pating in tenders by Ministry of Health,
Labour and Welfare (Single qualification
for every ministry and agency) in the fis-
cal years 2025,2026 and 2027
④are not being suspended from transac-
tions by request of the officials in charge
of contract
⑤prove to have no false statement in ten-
dering documents
⑥prove neither the business condition
nor credibility is deteriorating
7 meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
