(a) "civilian personnel" means for the Sending State the members of the

Civilian Component and for the Receiving State the civilian officials of

the Receiving State who are employed by or in the service of the Force of

the Receiving State, but does not include contractors engaged by, or on

behalf of, that Force; and

(b) negligencefers to a sers disregard of an obvious risk
