(3)入札者に要求される事項
①紙入札方式により参加を希望する者は、
必要な証明書等を所定の受領期限までに上
記3(1)に示す場所に提出しなければならな
い。
②電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)を所定
の受領期限までに上記3(1)に示すURLに
電子調達システムを利用し提出しなければ
ならない。
なお、①、②いずれの場合も、開札日の前
日までの間において支出負担行為担当官から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づき作成された予定価格の制限の範囲内で
最低価格をもって有効な入札を行った者を落
札者とする。ただし、本案件における調査基
準価格を設定した場合であって、最低入札価
格が調査基準価格に満たない場合は、本案件
は保留とし、低入札価格調査を実施の上、後
日決定することになるため、当該入札価格に
より入札した者(最低価格入札者でない者も
含む。)は、調査に協力すること。調査に協力
しない者は、入札を無効とする。

nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. and also have not re-
ceived suspension of nomination by Di-
rector General Hokkaido District Trans-
port Bureau
③ Have Grade A or B "offer of services'
in Hokkaido area in terms of the qualifi-
cation for participating in tenders by Mi-
nistry of Land, Infrastructure, Transport
and Tourism (Single qualification for
every ministry and agency) in the fiscal
vears 2025, 2026 and 2027
④ Acquire the cate in case
of using the Electric Procurement system
