(2)入札説明書の交付方法(1)の交付場所にて
交付する。
なお、入札説明書は電子メールにより交付
することも可とする。電子メールによる入札
説明書の送付を希望する場合は、件名に「入
札説明書請求」と明記し、氏名、会社名、連
絡先電話番号を記載のうえ、以下のアドレス
に申請を行うこと。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨.
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に1の
(2)に示した購入等件名を履行できることを証
明する書類を添付して入札書の受領期限まで
に提出しなければならない。入札者は、開札
日の前日までの間において、経理責任者から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法契約細則第21条の規定
に基づいて作成された予定価格の制限の範囲
内で最低の価格をもって有効な入札を行った
入札者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により該当契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低の価格を
もって入札した者を落札者とすることがあ
る。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause:
② not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③have Grade A, B or C in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Kinki Region:
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation:
⑤ prove to have registered with the rel-
evant authorities, in accordance with the
Pharmaceutical Affairs Law, to initiate
business of selling medical appliances;
⑥ prove to have prepared a system to
provide rapid after-sale service and main-
tenance for the procured products;
⑦other detailed participation qualifica-
tion depends on the tender manual ;
