(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示す証明
書等を作成し、提出期限までに提出しなけれ
ばならない。提出された証明書等を支出負担
行為担当官が審査した結果、この公告に示し
た業務を履行することができると認められた
者に限り、入札に参加することができるもの
とする。なお、開札日の前日までの間におい
て、支出負担行為担当官から提出した証明書
等に関し説明を求められた場合は、それに応
じなければならない。
(4)入札の無効この公告に示した競争参加資
格のない者がした入札及び入札に関する条件
に違反した入札は、無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件を全て満たしている提案を
した入札者の中から、入札説明書で定める総
合評価の方法をもって落札者を決定する。

5 Summary

(3)Nature and quantity of the services to be
required : The additional function develop-
ment of the Online application system for
Registration and Deposit in accordance
with the introduction of Certificate for
Owned Real Property Record, 1 set

(5)Fulfillment place: The place will be spe-
cified later.
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: (a)Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause. (b)
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting. (c)Have Grade A or B "Offer of
services, etc." in terms of the qualification
for participating in tenders laid down by
Ministry of Justice (Single qualification for
every ministry and agency) for the purpose
of procurement in the fiscal year of 2025,
2026, 2027. (d)Meet the qualification require-
ments which the Obligating Officer may
specify in accordance with Article 73 of the
Cabinet Order.
