Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-

③ Have Grade A, B or C in "Manufac-
ture" or "Selling" in terms of qualification
for participating in tenders by Organiza-

appropriate as the other party to a con-
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant local

signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of

においては単一のものとする。)及び使用電力
量に対する単価(kWh単価、同一月におい
ては単一のものとする。)を根拠(小数点以下
を含むことができる。)とし、当局が提示する
契約電力及び予定使用電力量の対価を入札金
額とすること。
なお、落札決定にあたっては、入札書に記
載された金額に当該金額の10%に相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする。)をもって落札価格とするので、入
札者は、消費税に係る課税事業者であるか免
税事業者であるかを問わず、見積もった契約
金額の110分の100に相当する金額を入札書に
記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において、資格の種類が
「物品の製造」又は「物品の販売」であって、
「A」、「B」又は「C」等級に格付けされ、
東海・北陸地域の競争参加資格を有する者、
又は、当該競争参加資格を有していない者で、
証明書等の受領期限までに競争参加資格審査
を受け、競争参加資格者名簿に登載された者
であること。
(4)当該地方支分部局の所属担当官と締結した
契約に違反し、又は業務に関し不正又は不誠
実な行為をし、契約の相手方として不適当で
あると認められる者でないこと。
(5)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(6)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(7)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(8)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。
(9)入札説明書の交付を受けた者であること。

調達システムにおいてシステム障害が発生した
場合には、別途通知する日時に変更する場合が
