(6)Qualification for participating in the ten-
dering procedures : Party who does not fall
under the following clauses ① and 2.
①Party who does not have the faculty to
conclude contract concerned or does not
acquire rehabilitation by the bankrupt
except minors, persons under conser-
vatorship or persons under assistance
who obtain the consent necessary for con-
cluding contract concerned.
②Nippon Export and Investment Insur-
ance may preclude any party who is
deemed to fall under any one of the fol-
lowing descriptions from participation in
tendering for two years from the date of
the occurrence of the action described in
the following respective items. The same
shall apply to those who hire any party as
an agent, manager or employee.
i)Party who intentionally executed
construction work or production with
poor workmanship, or committed dis-
honest acts concerning the quality or
quantity of goods in the course of per-
formance under a contract ;
) Party who disturbed the enforcement
of fair competition, impaired fair pric-
ing, or conspired with others to gain
improper profits;
) Party who blocked a successful
bidder from executing a contract or
prevented a contractor from perform-
ing his obligations under a contract;
iv)Party who prevented staff members
from performing their duties in exercis-
ing supervision or making an inspec-
tion:
v)Party who failed to perform his co-
ntractual obligations without just
cause,
)Party who hired anyone who com-
mitted any of the foregoing acts within
the last two years as an agent, manag-
er or employee for the performance of
a contract:
③ Nippon Export and Investment Insur-
ance may preclude those who fall under
the preceding clause as its tender agent
from participation in tender concerned.
④Party shall have Grade A, B, C or D in
the "Offer of Services, etc" in the Kanto
Koushinetsu District in terms of the qua-
lification for participating in tenders laid
down by Economy, Trade
and Industry (Single qualification for
every ministry and agency) in the fiscal
vears 2025, 2026 and 2027.

り捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税事業者であるか
を問わず、見積もった契約金額の110分の100
に相当する金額を入札書に記載すること。

約事務取扱要領第7条及び第8条の規定に該
当しない者であること。
(2)国立研究開発法人産業技術総合研究所の契
約に係る競争参加者資格審査事務取扱要領に
より、「物品の販売」の「A」、「B」又は「C」
の等級に格付けされている者であること。な
お、全省庁統一資格において、当該資格を有
する者は、同等級に格付けされているものと
みなす。
(3)本入札公告の日から開札の時までの期間に
国立研究開発法人産業技術総合研究所の契約
に係る指名停止等の措置要領に基づく指名停
止を受けていないこと.
(4)技術力ある中小企業者等であって、国立研
究開発法人産業技術総合研究所の契約に係る
競争参加者資格審査事務取扱要領第17条第1
項第1号から第7号のいずれかに該当する者
においては、上記2(2)の等級の格付けにかか
わらず入札に参加することができる。
(5)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和7年1月
6日付官報)に記載されている時期及び場所
で申請を受け付ける。
