4電子調達システムの利用
本案件は電子調達システムで行う。なお、電
子調達システムによりがたい者は、発注者に申
し出た場合に限り紙入札方式に変えることがで
きる。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に総合
評価のための書類及び本公告に示した物品を
納入できることを証明する書類を添付して入
札書の受領期限までに提出しなければならな
い。入札者は、開札日の前日までの間におい
て、支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなけれ
ばならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で、支出負担行為担当官が入札説明
書で指定する性能、機能、技術等(以下「性
能等」という。)のうち、必須とした項目の最
低限の要求要件をすべて満たしている性能等
を提案した入札者の中から、支出負担行為担
当官が入札説明書で定める総合評価の方法を
もって落札者を定める。

6 Summary

(3) Nature and quantity of the products to
be purchased : Magnetoencephalograph
(MEG) system, 1 Set
(4) Delivery period : By 28. February 2026
(5)Delivery place: As designated in the
tender document.
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 and of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Minors or per-
sons under Assistance that obtained the
consent necessary for concluding a con-
tract may be applicable under cases of
special reasons within the said clause.
②not be suspended from transactions by
the request of the officials in charge of
contract.
③have Grade A, B, C or D on "sale of
product" in the Kyusyu-Okinawa Area in
terms of qualification for participating in
tenders by Ministry of the Environment
(single qualification for every ministry
and agency) in the fiscal years 2025, 2026
and 2027.
④pledger to excluding crime syndicates
and other illegal organizations defined in
the bid manual
⑤meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order.
