(6)Qualifications for participating in the
tendering procedures, Suppliers eligible for
participating in the proposed tender are
those who shall:
① The person does not fall under the pro-
visions of Article 70 of the Cabinet Order
concerning the Budget, Accounting and
Auditing Act. In addition, minors, per-
sons under guardianship, or persons un-
der assistance who have obtained the co-
nsent necessary for entering into a con-
tract fall under the provisions of the same
Act when there are special reasons.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Not come under Article 70 the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting; Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause
④Have Grade "A, B or C in the offer of
service" in terms of the qualification for
participating in tenders by Organizations
related to the Ministry of Health, Labour
and (Single qualification for
every ministry and agency) in the fiscal
vears, 2025, 2026 and 2027
⑤For bidders subject to the following in-
surance system of each item, and it is not
in arrears either of insurance premiums
(2 insurance year about) for the last two
vears of the bid submission deadline of
this bid:
(i)Welfare annuity insurance
