(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、仕様書に記載され
た確認書等を指定期日までに提出しなければ
ならない。また、開札日の前日までの間にお
いて、支出負担行為担当官から当該書類に関
し説明を求められた場合は、それに応じなけ
ればならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。

納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause.②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting.③Have the Glade C
and over in "Sale of products" in terms of
the qualification for participating in ten-
ders related to the Ministry of Justice (Sing-
le qualification for every Ministry and
Agency) in the fiscal year of 2025/2026/
2027.④Suppliers who intend to put in a bid
without above qualifications may be eli-
gible only if they will be entitled to the qua-
lifications, registered on the list of qualified
bidders, and considered to have the relevant
grade
