(3) 厚生労働省競争参加資格(全省庁統一資格)
「物品の販売」のA、B又はCの等級に格付
され、北海道地域の競争参加資格を有する者
であること。なお、当該競争参加資格につい
ては、令和6年3月29日付け号外政府調達第
58号の官報の競争参加者の資格に関する公示
の別表に掲げる申請受付窓口において随時受
け付けている。
(4)契約細則第4条の規定に基づき、経理責任
者が定める資格を有する者であること。
(5)電気事業法第3条第1項の規定に基づき、
一般電気事業者としての許可を得ている者又
は同法第16条の2第1項の規定に基づき特定
規模電気事業者としての届出を行っている者
であること。
(6)購入される電力を経理責任者が指定する日
時、場所に十分供給することができることを
証明した者であること。
(7)契約細則第4条の規定に基づき、経理責任
者が定める資格を有する者であること。
3入札書の提出場所等
(1)入札書の提出場所、契約条項を示す場所,

(2)入札書の交付方法(1)の交付場所にて交付
する。
(3)入札書の受領期限令和7年9月1日午後
5時00分までに上記3(1)に示す場所に入札書
等を提出しなければならない。郵送による場
合は受領期限までに必着のこと。
(4)開札の日時及び場所令和7年9月3日午
前11時00分院内会議室
4その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に1(2)
に示した購入等件名を履行できることを証明
する書類を添付して入札書の受領期限までに
提出しなければならない。入札者は、開札日
の前日までの間において、経理責任者から当
該書類に関し説明を求められた場合は、それ
に応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法契約細則第21条の規定
に基づいて作成された予定価格の制限の範囲
内で最低価格をもって有効な入札を行った入
札者を落札者とする。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause :
②not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③have Grade A, B or C in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare

and Hokkaido Region Region:
④It must be a person as the general e
lectric utility based on regulations of the
electricity enterprises doing
based on regulations of permitted person
or this law as for specific scale electric
entrepreneur's written report
⑤prove that they can deliver the electric-
ity, on the date and to the place specified
by the Obligating Officer ;
⑥meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation :
